It is common for apartment complexes to have a watchman. It is also common for the tenants to pay the guy to do things like regularly wash your car and carry your garbage to the dumpster. Our watchman ripped me off before I moved in: He charged me $80 to clean my apartment. I chalked it up to my stupidity for not setting a price in advance... and the guy did basically nothing. I don't think I'd be using his services even if he hadn't ripped me off. Their aren't many people who weird me out. This guy does. He had lecherous mannerisms. As one colleague put it, "He's clearly not right in the head."
His nickname has become Mr. Creepy. Since he speaks no English we can say aloud, "Oh no, time to go inside. Mr. Creepy is coming."
Until one day he comes up to you speaking perfect English :).
