Couples take padlocks to bridge railings and attach them. Thousands and thousands of locks... Unfortunately, I have no idea at what stage couples put on these locks. First date? After they sleep together? Engagement?

In the US we have promise rings and engagement rings to show different levels of a relationship before marriage.
In the Ukraine at some point in the relationship couples feel the need to buy a padlock and take to a bridge and fasten it on... some symbol of their love.
What I want to know is at which stage they do it? After the first date? Sex for the first time? When?
Good question. I got no good guess... I'm assuming they don't arrange marriages. Have Catholics tried anything like this? How does this compare to a chastity belt?!
